City vs. Community: Who Decides a Neighborhood’s Future?

The Greater Golden Hill Community Plan allows thoughtfully placed multi-family housing at 30–40 feet, supported by the right infrastructure. The City’s Complete Communities Program overrides that plan—allowing 90+ foot towers in areas never meant for high-density development.

We’ve had enough. That’s why we filed San Diego’s first legal challenge to a Complete Communities project on A Street. What happens next won’t just affect our neighborhood—it will shape who controls the future of San Diego’s communities: residents or City Hall.

Density Development Tracking

When Growth Outpaces Planning: Is the City Paying Attention?

The city assigned the Greater Golden Hill Planning Area a target of 1,401 housing units by 2029. According to the City’s 2025 Housing Report, only 576 units were reported as permitted.

Our team found that Greater Golden Hill has 1,467 units permitted or in the permitting pipeline. That means our neighborhood has already exceeded its required housing units—three years ahead of the city and state timeline.

This raises important questions: How is the city counting housing? How accurately are they tracking development on the ground? And most importantly, what will the city do when communities face overdevelopment?
