A developer is trying to force an 8-story luxury apartment tower into the heart of Greater Golden Hill—OVERLOOKING AEA elementary school—with no real oversight or accountability.
They’re using a state loophole called Complete Communities to bypass:
Community planning input
Local zoning rules
Traffic & safety studies
Environmental studies
Infrastructure upgrades
They also used Opportunity Zone legislation—meant to support underserved communities—while marketing the building as “South Park Flats” to appeal to wealthier renters. The site is firmly in Golden Hill, but they didn't want the name associated with it until residents called them out.
In the process, they demolished three historic Craftsman homes and three affordable ADUs, only to replace them with 180 units—just 4% of which are “affordable.” That’s fewer than what they destroyed.
